Course Description

This course gives you an overview of the construction contracting process utilized in the public sector. It addresses the basic structures of prime and sub-contracts, as well as the generally accepted practices of competitive bidding in the government. Students will be introduced to Oregon Revised Statutes (ORS), Chapters 279C, which serves as the contracting regulations for the public construction industry. The course begins with a short history of construction contracting and its associated rules. It then proceeds to explain how legislation has impacted the field, including the establishment of prevailing wage rates that cover public contracts.
